The location is what is actively in use, the warehouse beside it is stock at that site. That is why you see both in the list when you choose a destination, and why you can order into the warehouse of a site instead of to the site itself. A device that is no longer assigned does not vanish. It moves into a warehouse and stays visible, which is the whole point: a returned laptop, a spare monitor, a machine waiting for a new starter, all countable instead of somewhere in a cupboard. From there you act on the item rather than order a new one. Reserve it for a group, request provision to a site or a person, move it to another location's warehouse, attach an add on, or ask the recipient to confirm receipt. Stock also belongs in the ordering decision. Before approving a request, check whether the thing already exists. Handing out stock is faster and cheaper than procurement, and the person who requested it cannot see stock at all. If you work with a provider who stores and prepares devices for you, their warehouse works the same way.
